There is a dependent exemption in that table, which this calculator applies only if you enter a dependent count. There is no city wage tax for Atlanta in this model.

The deduction is large enough that a lower salary owes little Georgia tax, and a higher salary still owes less than a state with a 5% rate and a tiny exemption. Federal brackets and FICA are the larger lines for most households. A 401(k) reduces both the federal and the Georgia base. It does not reduce the 7.65% payroll tax.
