Pennsylvania’s personal income tax on compensation is a flat 3.07% with no standard deduction. That is the state line, and it is rarely the whole local story. Thousands of municipalities and school districts levy an earned income tax. Philadelphia runs its own wage tax and is a separate page. Pittsburgh is in the city list as a modeled 3% resident rate and 1% nonresident rate. Everywhere else, type the percent from your Act 32 rate sheet rather than borrowing a neighbor’s.

A traditional 401(k) does not reduce Pennsylvania compensation the way it reduces federal wages. The deferral still cuts federal income tax and still does not cut FICA. If you max a 401(k) and expect the state line to fall, this stub will disappoint you on purpose. Section 125 health premiums are removed in this model, which is a simplification.

Select Philadelphia only if you live there or work there. A resident of the city pays 3.74% on wages generally. A nonresident pays 3.43% on wages earned in the city, on top of the 3.07% state tax. Leaving the city blank is the correct estimate for most of the commonwealth.
